1. Qualification Review

All international student applicants to Shandong Jiaotong University are subject to strict scrutiny based on their qualifications, age, reputation, academic performance, and other criteria.

Qualification:It must be confirmed that both the student and their parents are not Chinese nationals. If one or both of the student's parents are Chinese nationals, but the student acquired foreign nationality at birth, the student must provide proof of holding a foreign passport or nationality certificate for at least four years. Additionally, the student must have lived abroad for at least two years (with a minimum of nine months per year counted as one year of residence) within the last four years (up to April 30 of the year of enrollment), based on passport entry and exit stamps.

Age:In principle, the age requirement for applicants is between 18 and 25 years old. However, if the applicant has graduated from high school and is 17 years old but not yet 18, they must provide proof of a legal guardian in China.

Once the application fee has been paid, the student's materials are prepared in strict accordance with the requirements of the education approval authorities and the national immigration department. The required materials include:

  • Passport: The passport must have a validity period of at least two years. The scanned page should be free of any blurring, and the text must be clear. The passport name and date of birth should match the transcript and graduation certificate.

  • Resume: The resume must not contain any time gaps and should be checked for authenticity against the submitted documents. It should also include the student’s home address, parents' occupations, and contact information to ensure the university can provide updates on the student's academic and personal progress.

  • Highest Educational Certificate or Transcript: As educational systems and degree-granting formats vary worldwide, careful verification is required for transcripts and certificates. Grading systems, such as letter grades (A, B, C) or numerical scales (e.g., 70-point system), should be checked. Documents in languages like French, Russian, or Swedish should be carefully reviewed for authenticity.

  • Medical Examination Report: International students must undergo a medical examination at a hospital designated by the local Chinese embassy. Students with contagious diseases, those who do not meet health standards, or those unable to undertake academic studies will not be admitted.

  • Financial Guarantee Certificate: To ensure students can support their studies and living expenses in China, they must provide a financial guarantee in advance.

  • Criminal Record Certificate or Personal Statement: For non-recent graduates, especially those with work experience, the university requires a criminal record certificate or personal statement to ensure that the applicant will not pose any public safety threat or disrupt social order in China. This prevents issues such as illegal employment or political activities that could harm China’s interests.

  • Guarantor or Guarantee Agency: The university is cautious about the channels through which international students apply. It ensures that individual applicants or agencies are reputable and trustworthy, avoiding black-market agents or purely profit-driven intermediaries.

2. Approval Process

Shandong Jiaotong University implements a dedicated staff system for international student admissions, with specific staff members responsible for the entire approval process. The process can be briefly summarized as follows: internal review by the receiving unit → online preliminary review on the National Study in China Information Management Platform → online review of student application materials by education authorities → approval by relevant authorities → documents sent to the applicant.

2.1 Internal Review by the Receiving Unit: The university strictly follows the relevant regulations outlined in the "Shandong Jiaotong University Regulations on the Management of International Students." The basic information of the pre-admitted students is submitted to the National Study in China Information Management Platform for preliminary review. Once the review is passed, the list of approved students and their application materials are uploaded to the provincial education administrative system for an online review. If both reviews are successful, the university will apply for the JW202 form for the student.

The International Education College compiles the list of applicants and submits it to the Office of International Cooperation and Exchange for approval. Once approved by the responsible leaders, the university seal can be applied to the "Application Form for Foreign Students to Study in China" (JW202). The date on the seal must match the approval date, and the guarantee letter must be consistent with the student list. All original materials and information must be archived in the "Shandong Jiaotong University International Student Management System."

2.2 Submission to the Education Authorities: After the JW202 form is stamped by the university, it is submitted to the International Department of the Shandong Provincial Department of Education. A detailed record of the personnel who handled the seal must be kept to ensure transparency for future audits and oversight by the provincial education authorities.

2.3 Approval by Relevant Authorities: Once the materials are submitted and filed with the provincial education department, the use of the provincial education department seal and leadership signature is approved. The JW202 form, along with the admission notice and guarantee letter, is then submitted to the Foreign Affairs Office of the Shandong Provincial Government for further approval. The submission must be accurately entered into their system, with both paper and electronic records kept.

2.4 Mailing to the Applicant: Once approval is granted by the Foreign Affairs Office and the stamped JW202 form is received, the form, along with the admission notice, is mailed to the student. Only after this step is the admissions process considered complete.
